How to read the California fleet count
CPUC does not publish a current active-registration roster like Texas. The count uses each operator's latest quarter containing identifiable per-vehicle data. Full VINs observed in operational rows and VIN suffixes listed in per-vehicle reports are counted separately; redacted public filings remain unavailable. These values are fleet evidence, not a claim that every vehicle was active on the import date.
